THE ROLE

JOB PURPOSE
Deliver & coordinate critical front end engineering deliverables for designated (at times multiple) tenders during the project development stage, and follow these through negotiation, project award and provide a smooth handover to execution team to maximise opportunity and minimise risk to the Company and its operations.
 
JOB ACCOUNTABILITIES LINKED TO OBJECTIVES
  • Tender proposal direction – early stage collaboration and planning in order to provide the best possible start to proposals in terms of design, method, scoping, programming and deliverables.
  • Scope Definition - On designated projects, assesses and allocates the scope and relevant responsibilities to ensure that there are no scope gaps and that tender and later project deliverables are clear.
  • Work Breakdown Structure - For a designated tender project, in coordination with the planner & estimators, reviews and finalises the work breakdown structure to best package and plan the works in order to ensure alignment throughout the tender
  • Information sufficiency and correctness – Contributes to the Tender Queries/Answers register to ensure that applicable ambiguities and other information conflicts/shortfalls are queried formally and resolved to form a clear basis of tender.
  • Information review and application of experience - Assesses the project engineering /technical requirements and schedules options & alternatives available to best achieve a competitive advantage in tender stage projects.
  • Methods Selection & Documentation - Selects best methods and approach to project scope and prepares method statements to suitably describe the methods, using company formats to suitable level of technical and presentation skill.
  • Program Management - Leads the development of designated project programme(s) tender stage to arrive at realistic well presented program ensuring client, method, technical, risk, and strategic issues are accounted for based on project characteristics.
  • Demonstrate understanding of Client’s requirements - Develops relevant stage-by-stage drawings with draftsman for tender stage works to ensure that methods, equipment selection, costing, and program are realistically aligned in order to ensure a concise tender basis
  • Internal Discipline Alignment - Collaborates with the tender team in ensuring that the various dimensions of the project (WBS, method, design, risk management, programme, contract conditions, tender submission package) are aligned to achieve consistently competitive tender proposals.
  • Subcontractor/Supplier Schedule & scope briefs - Identifies critical subcontractors and suppliers for tender projects and ensures that critical factors in each scope area are addressed from enquiry though to final pricing, thereby ensuring the clearest possible basis for tender costing, scheduling and method in relation to these items.
  • Risk + Opportunity management - Assesses the documentation received in tender package for the designated project (Invitation, ITT, Specifications, drawings, etc) and leads the compilation of the risk/opportunities schedule to progressively build up the strategy and structure of the applicable elements of the tender.
  • Permanent works design & co-ordination - Where permanent design forms part of the tender, co-ordinates the design inputs and presentation thereof, in order to ensure deliverables are clearly allocated, priced and the required schedules are in place .
  • Temporary works design co-ordination - Ensures that there is a clear plan for facilitating/temporary works, including a preliminary design, to ensure that the tender method, costing and scheduling takes into account realistic and accurate temporary works requirements on a demonstrable basis.
  • Lessons Learnt Register - Progressively builds, organizes, shares and refers to past & present project information and applies experience to new works and proposal in order to maximise opportunity for successful/competitive execution in case of award.
  • Tender Review and alignment - Sets up and leads project tender reviews as the tender develops, thereby gaining alignment between the tender team members and converging to a competent tender proposal taking all technical, method, planning, and risk items into account.
  • Final review of Tender inputs - Final review of the Engineering Inputs incorporated into the tender package prior to submission ensuring global alignment with the tender development inputs.
  • Negotiation Stage Engineering Support
  • Post Award Engineering Follow up Meetings to ensure that tender stage planning is carried through into the execution stage smoothly with applicable feedback and records.
  • Review the Project Close out Report to ensure that lessons learnt are captured and any other valuable information (deviations/variations/design out puts/ method statements etc) are collated to the information data base.
 
MINIMUM QUALIFICATION / EXPERIENCE / TRAINING 
  • Civil Engineering Graduate
  • 5 to 8 years of relevant construction industry experience with responsibilities for site execution at senior engineer level, design & co-ordination thereof, inclusive methods, including application of HSE, and Quality systems.
  • Proven planning, engineering, and construction experience from concept to completion with a focus on front end proposal preparation preferred.
 
TECHNICAL KNOWLEDGE
  • Understanding of makeup of tender documentation structure and application thereof to Design & Build, andconventional DBB projects.
  • Methods of construction in civil works, Marine works, and additionally mechanical works would be a distinct advantage. (Quay walls, jetties, submarine pipelines, bridges, large RC structures, land based pipeline, or similar combination).
  • Understanding of design principles and application of systems to our clients type projects.(scope)
  • Competent in the application of management tools /systems /components to the extent that he/she can set up the confidently manage the project at tender stage, and onward into construction stage if this was necessary. (Risk management, QA/QC. HSE, RFI’s, Site queries, scheduling, forecasting, material submittals – i.e. full project lifecycle issues can be handled.
  • Demonstrated experience in shoreline protection, sheet piling, piling, retaining walls, pipelines, bridge works, retaining structures and the related engineering standards, codes, design processes, and the presentation of practical solutions in these activities.
